Written correspondence with the Bureau goes to podatelna@nebeskyurad.cz. We reply without undue delay and within 30 days at the latest.

The Sky Bureau is a fictional institution and a private brand, not a public authority. It issues no public documents and an entry confers no legal claim to the sky.
No office hours are set; the sky can wait, and so can the Bureau.
